Jashari's journey into the conflict began in nineteen ninety-one, when he actively participated in attacks against Serbian police forces.

Seeking to enhance his military capabilities, Jashari traveled to Albania for training. His commitment to the cause led to his arrest in nineteen ninety-three, but he was released due to the intervention of the Albanian Army. Upon returning to Kosovo, he intensified his efforts against the Yugoslav regime, becoming a significant target for Serbian authorities.

In July nineteen ninety-seven, Jashari was convicted of terrorism in absentia by a Yugoslav court, a trial that faced criticism from organizations like Human Rights Watch.
