His tenure ended when he was dismissed by President Armando Guebuza during a cabinet reshuffle.

Hailing from the Niassa province in northern Mozambique, Ali began his career in education, working as a teacher at the FRELIMO Secondary School in Namaacha starting in nineteen seventy-six. By nineteen seventy-seven, he had advanced to become the principal of the Francisco Manyanga Secondary School in Maputo. His commitment to education continued as he served as the provincial Director of Education in Nampula from nineteen eighty to nineteen eighty-six.

In the late nineteen eighties, Ali took on the role of Head of Office for the Minister of Education and Culture, further solidifying his influence in the educational sector. He was appointed the National Director of School Social Welfare Programs from nineteen ninety-one to nineteen ninety-two, overseeing vital government support initiatives for educational institutions.

Ali's political career progressed as he became the Governor of Inhambane Province from two thousand to two thousand four, followed by his appointment as Minister of Education from two thousand five to two thousand ten. In June two thousand sixteen, he was appointed as Mozambique's ambassador to China by President Filipe Nyusi, marking another significant chapter in his diplomatic career.
