He served as the U.S. representative for West Virginia's second congressional district from two thousand fifteen to two thousand twenty-five, marking a notable chapter in his political career.

A member of the Republican Party, Mooney previously represented the third district in the Maryland State Senate from nineteen ninety-nine to two thousand eleven. His leadership extended to serving as the chair of the Maryland Republican Party, showcasing his influence within the party.
