He was the son of James Warburton, a member of the provincial assembly, and was named after the Lieutenant Governor, Sir Alexander Bannerman. His education spanned several esteemed institutions, including St. Dunstan's College, King's College in Nova Scotia, and the University of Edinburgh, culminating in his call to the bar in eighteen seventy-nine.

Warburton's political career began in eighteen ninety-one when he was first elected to the province's House of Assembly as a Liberal. His commitment to public service was evident as he was re-elected in eighteen ninety-three and eighteen ninety-seven. On October twenty-seventh, eighteen ninety-seven, he ascended to the role of premier following the resignation of his predecessor, although his tenure lasted only eight months, concluding in June eighteen ninety-eight when he accepted a judicial appointment.

In the federal election of nineteen oh eight, Warburton was elected as a Liberal Member of Parliament for the House of Commons but faced defeat in the nineteen eleven election that saw the Laurier Liberals ousted. Despite his efforts to return to the House in nineteen seventeen, he was unsuccessful. However, in nineteen twenty, he returned to the judiciary as a judge on the probate court, a position he held until his passing.

Beyond his political endeavors, Warburton was also an author, penning two notable works on the history of Prince Edward Island: 'Prince Edward Island, Past and Present' in nineteen oh five and 'A History of Prince Edward Island' published in nineteen twenty-three. His commitment to community improvement was evident even before his political career, as he initiated a movement to beautify Charlottetown, resulting in the planting of over eight hundred trees along main thoroughfares and in public squares, many of which continue to thrive today.
