Lim's journey in public service began as a policeman, where he dedicated over thirty years to maintaining law and order. His expertise led to his appointment as the Director of the National Bureau of Investigation (NBI) during President Corazon Aquino's administration, a role he held from nineteen eighty-nine to nineteen ninety-two.
In nineteen ninety-two, Lim transitioned into politics, winning his first term as Mayor of Manila, a position he would hold for two consecutive terms until nineteen ninety-eight. After an unsuccessful presidential bid in nineteen ninety-eight, he served as the Secretary of the Interior and Local Government under President Joseph Estrada in two thousand.
Lim returned to the mayoral race in two thousand one but faced defeat. However, he made a comeback in the two thousand four elections, securing a seat in the Senate. His tenure was cut short when he resigned to reclaim the mayoralty of Manila, which he successfully did in two thousand seven, serving until two thousand thirteen. Despite his efforts, he lost subsequent elections in two thousand thirteen and two thousand sixteen to former president Estrada, and in two thousand nineteen, both faced defeat against Isko Moreno.
Known for his tough stance on crime, Lim earned the moniker 'Dirty Harry' and became a popular figure in local action films, reflecting his larger-than-life persona in the public eye.
