As the Imperial Foreign Minister from nineteen hundred six to nineteen hundred twelve, Aehrenthal was instrumental in shaping an assertive Austro-Hungarian foreign policy, particularly in the Balkans. He sought to foster cooperation with Russia while securing Germany's approval for actions that often provoked the South Slav population in the region.

One of his most significant achievements was the annexation of Bosnia and Herzegovina in nineteen hundred eight, which he aimed to integrate into the Austro-Hungarian Empire. This move was designed to stifle the rise of inter- and intra-ethnic nationalisms among the diverse peoples in the Balkans, who shared common religious beliefs and ethnic ties.

However, his strategies led to the Bosnian Crisis, as he attempted to negotiate Russian acceptance of the annexation in exchange for Austro-Hungarian support for greater Russian access from the Black Sea to the Mediterranean. Aehrenthal's expectations of British and French acquiescence to this arrangement proved misguided, as it ultimately strained Austro-Russian relations and incited nationalistic fervor in Russia.
