Colby served as Secretary of State from February nineteen twenty until nineteen twenty-one, during a challenging period when President Woodrow Wilson faced serious health issues. Despite the circumstances, Colby was instrumental in advocating for a Good Neighbor policy aimed at fostering better relations with Latin America.
His tenure was also marked by a strong denunciation of the communist regime in Russia, reflecting the geopolitical tensions of the time. Although he ran for various offices under the Progressive Party banner, he did not achieve electoral success.
