Higgs began his political journey with the New Brunswick Confederation of Regions Party, even running for its leadership in nineteen eighty-nine. However, he left the party in two thousand two and later joined the Progressive Conservative Party. His political career took off when he was elected to the legislature in the two thousand ten provincial election, subsequently serving as the Minister of Finance from two thousand ten to two thousand fourteen under Premier David Alward.

In the two thousand eighteen provincial election, Higgs led the Progressive Conservatives to a narrow victory, forming a minority government despite losing the popular vote. His leadership was solidified in the two thousand twenty election, where he successfully secured a majority government. However, the political tides turned in the two thousand twenty-four general election when Higgs and the Progressive Conservatives lost to the Liberals, led by Susan Holt, marking a significant shift in New Brunswick's governance.

In a historic defeat, Higgs lost his seat in the Quispamsis riding to Liberal candidate Aaron Kennedy, making him the first sitting New Brunswick Premier to lose in their own riding since nineteen eighty-seven.
