Raised in Cincinnati after being born in Boston, Taft began his political career in the Ohio House of Representatives, where he represented the sixty-fifth district from nineteen seventy-seven to nineteen eighty-one. His journey continued as he served as a Hamilton County commissioner from nineteen eighty-one to nineteen ninety, and later as Ohio's Secretary of State under Governor George Voinovich, a position he held from nineteen ninety until nineteen ninety-four.

In nineteen ninety-eight, Taft won the Ohio gubernatorial election with fifty percent of the vote, marking the beginning of his first term as governor in January nineteen ninety-nine. His leadership was characterized by high approval ratings, leading to his reelection in two thousand, where he defeated his opponent by a substantial margin of six hundred twenty-eight thousand eighty-three votes.

However, Taft's tenure was marred by the Coingate scandal in August two thousand five, which resulted in his indictment on four misdemeanors related to undisclosed gifts and illegal campaign contributions. This made him the first Ohio governor to face criminal charges while in office.
