Notably, he is the only politician to have defeated Barack Obama in an election, achieving this milestone in the two thousand Democratic primary for Illinois's first congressional district. His district, primarily located on the South Side of Chicago, was characterized by a predominantly African-American population, which was sixty-five percent from two thousand three to early two thousand thirteen.

In two thousand eleven, following the 2010 census, the Illinois General Assembly redistricted Rush's area.
