Before her appointment as Secretary of Agriculture, Rollins held various influential roles, including deputy general counsel, ethics advisor, and policy director for Texas Governor Rick Perry. From two thousand three to two thousand eighteen, she led the Texas Public Policy Foundation, a conservative think tank based in Austin, where she shaped key policy discussions.
During the first Trump administration, Rollins was appointed as the director of the Office of American Innovation, serving from two thousand eighteen until two thousand twenty.
