Cai Qi, born on December fifth, nineteen fifty-five, is a prominent Chinese politician currently serving as the first-ranked member of the Secretariat of the Chinese Communist Party (CCP). He holds the fifth-ranking position on the CCP's Politburo Standing Committee and acts as the director of the CCP General Office, effectively functioning as the chief of staff to General Secretary Xi Jinping.
A graduate of Fujian Normal University, Cai began his political career in his home province of Fujian, where he worked with the Fujian Provincial Committee of the CCP. His ascent in politics saw him become the mayor of Sanming in nineteen ninety-seven, a role he held until nineteen ninety-nine. He then moved to Zhejiang province, serving as the mayor of Quzhou until two thousand two, followed by a tenure as the CCP committee secretary of Taizhou from two thousand to two thousand seven, and later as the mayor of Hangzhou from two thousand seven to two thousand ten.
In two thousand ten, Cai was appointed as the executive vice governor of Zhejiang, a position he maintained until two thousand fourteen when he was transferred to Beijing. There, he took on the role of deputy director of the CCP National Security Commission Office, equivalent to a ministerial rank. His brief stint as the mayor of Beijing from two thousand sixteen to two thousand seventeen was followed by his appointment as the Party Secretary of Beijing, a position he held until two thousand twenty-two. During this time, he played a crucial role in managing Beijing's response to the COVID-19 pandemic and overseeing preparations for the twenty twenty-two Winter Olympics.
In two thousand twenty-two, Cai was elevated to the fifth-ranking member of the Politburo Standing Committee and was elected to the Secretariat.
