His tenure in Tibet spanned from two thousand eleven to two thousand sixteen, followed by his role in Xinjiang from two thousand sixteen to two thousand twenty-one. This unique distinction makes him the only individual to have held the position of Party Secretary in both autonomous regions.

Originally hailing from Henan, Chen was part of the first cohort of students to graduate from university after the reinstatement of the Gaokao examinations in nineteen seventy-eight. He climbed the ranks within the party bureaucracy in his home province, eventually becoming the deputy provincial party chief. In two thousand nine, he was appointed Governor of Hebei, a position that set the stage for his later influential roles.

During his time in Tibet, Chen focused on economic development while implementing extensive surveillance measures. His promotion to Party Secretary of Xinjiang in two thousand sixteen marked a controversial phase in his career, as he became known for overseeing internment camps aimed at Turkic minorities, particularly the Uyghurs. His administration in both regions has been characterized by stringent policies aimed at sinicizing traditional cultures.

In two thousand twenty-two, Chen took on a role in the Central Rural Work Leading Group of the Chinese Communist Party. However, his political journey came to a close later that year after the twentieth CCP National Congress, when he was not re-elected to the CCP Central Committee.
