He is perhaps best known for his portrayal of the sixth incarnation of the Doctor in the iconic BBC science fiction series Doctor Who from nineteen eighty-four to nineteen eighty-six. Additionally, he gained recognition for his role as Paul Merroney in the BBC drama series The Brothers, which aired from nineteen seventy-four to nineteen seventy-six.

Raised in Rochdale after being born in London, Baker initially embarked on a career in law before discovering his passion for acting. He honed his craft at the prestigious London Academy of Music and Dramatic Art, leading to supporting roles in historical dramas such as The Roads to Freedom, Cousin Bette, War and Peace, and Fall of Eagles. His breakthrough role in The Brothers, however, led to typecasting as a villain, a trend he continued with his memorable performance as Bayban the Butcher in the science fiction series Blake's 7 in nineteen eighty.

In nineteen eighty-three, Baker's portrayal of the antagonistic Commander Maxil in the Doctor Who serial Arc of Infinity caught the attention of producer John Nathan-Turner, who subsequently cast him as the sixth Doctor. Baker's time in this iconic role was marked by challenges, including dissatisfaction from BBC executives regarding the show's direction, which resulted in an eighteen-month hiatus after his first season and ultimately his departure from the role.
