He then took on the role of general manager and chief operations officer at SEPTA from nineteen seventy-nine to nineteen eighty-four, where he honed his skills in managing complex transit operations.

In nineteen eighty-four, he became the president of the New York City Transit Authority, a position he held until nineteen ninety. His expertise further led him to the Washington Metropolitan Area Transit Authority, where he served as general manager from nineteen ninety-one to nineteen ninety-four. Gunn's tenure as chief general manager of the Toronto Transit Commission from nineteen ninety-five to nineteen ninety-nine solidified his reputation as a leader in the field.

On May fifteenth, two thousand two, Gunn was appointed president of Amtrak, a role he maintained until political challenges arose in two thousand five. A dual citizen of the United States and Canada, he now enjoys retirement at his family home on Cape Breton Island in Nova Scotia.
