As a general, he commanded the Army and was pivotal in the political landscape of Bolivia when he deposed General Juan Pereda on November 24, 1978. This action was a response to the dissatisfaction among military leaders regarding the manipulative tactics of dictator Hugo Banzer.

Padilla's rise to power was marked by a commitment to restoring democratic governance. He led a coalition of officers dedicated to returning the country to civilian rule as swiftly as possible. His administration, though brief, was characterized by a popular mandate to transfer power to the winner of the upcoming elections and to ensure the military returned to its traditional roles.

Despite Hernán Siles emerging as the leading candidate, he failed to secure the necessary majority for direct election.
