His ascent to the governorship came on February twentieth, two thousand thirteen, after the impeachment of Governor Benigno Fitial, who faced similar fraud-related issues.

Inos's tenure as governor was marked by his commitment to the people of the Northern Mariana Islands, culminating in his election to a full term in the gubernatorial election of two thousand fourteen. Tragically, his life and career were cut short when he passed away in office on December twenty-eighth, two thousand fifteen, in Seattle, Washington, at the age of sixty-six.
