Rahmon emerged as a compromise candidate, bridging the divide between various political factions, including communists, neo-communists, and the United Tajik Opposition, which comprised liberal-democratic, nationalist, and Islamist forces.

In addition to his presidential role, Rahmon has been the leader of the People's Democratic Party of Tajikistan since nineteen ninety-eight, a party that has maintained a dominant presence in the Tajik Parliament. His political influence extended internationally when he was elected vice-president of the United Nations General Assembly for a one-year term on September thirtieth, nineteen ninety-nine.

Despite his long tenure, Rahmon's presidency has been characterized by allegations of undemocratic practices, having won five elections that lacked fairness. He has also utilized constitutional referendums in nineteen ninety-nine and two thousand three to extend his powers, and a referendum in two thousand sixteen led to the removal of presidential term limits, further consolidating his authority.

Rahmon's governance style is often described as authoritarian, with significant repression of political opponents and severe violations of human rights and freedoms. Corruption and nepotism are prevalent, with many key government positions held by his family members, including his son Rustam Emomali, who serves as the chairman of the parliament and the mayor of Dushanbe, the capital city.
