His legal work has led to multiple disbarments and detentions by the Chinese government, during which he has endured severe torture.

In February two thousand nine, Gao disappeared and was unofficially detained until December two thousand eleven, when it was revealed that he had been imprisoned for three years. His dedication to his clients is deeply influenced by his Christian beliefs, which emphasize morality and compassion. His memoir, A China More Just, published in two thousand seven, chronicles his struggles as a rights lawyer in the world's largest communist state.

In his subsequent writings, Gao has accused the ruling Chinese Communist Party of engaging in state-sponsored torture, recounting his own harrowing experiences at the hands of the Chinese secret police. By early two thousand twelve, his brother received a court document indicating that Gao was incarcerated in Shayar jail, located in Xinjiang.

Reports in two thousand fourteen indicated that Gao had been released from jail but was placed under house arrest. However, in August two thousand seventeen, he vanished again, seemingly attempting to escape his confinement. Following his recapture in September, his whereabouts became unknown once more.
