McCarthy's academic journey includes degrees from the University of Massachusetts Boston and Tufts University. She began her career as a civil servant in the Massachusetts state government, where she served in multiple environmental capacities, including as an environmental advisor to the Governor. Her expertise led her to become the commissioner of the Connecticut Department of Environmental Protection from two thousand four to two thousand nine, before joining the Environmental Protection Agency in two thousand nine.

In March two thousand thirteen, President Barack Obama nominated McCarthy to succeed Lisa Jackson as the EPA administrator. After a record confirmation process lasting one hundred thirty-six days, she was confirmed on July eighteenth, two thousand thirteen, becoming a key figure in the Obama administration's climate change initiatives.

In early two thousand twenty, McCarthy took on the role of president and CEO of the Natural Resources Defense Council. Following this, on December eighteenth, two thousand twenty, President-elect Joe Biden appointed her as the first White House national climate advisor, a position she assumed on January twentieth, two thousand twenty-one.
