His early life was shaped by political turmoil, as he was raised in a family aligned with the Panameñista Party founder Arnulfo Arias. Following Arias's ousting in nineteen forty-one, Endara spent his formative years in exile, attending school in the United States and Argentina.
After returning to Panama, Endara earned a law degree and began his political career as a member of the National Assembly. His journey was interrupted by political upheaval, leading him into exile once more after Arias's third overthrow in nineteen sixty-eight. Following Arias's death in nineteen eighty-eight, Endara emerged as a key figure in the opposition against the military dictatorship of Manuel Noriega, leading a coalition in the presidential election of nineteen eighty-nine.
Despite international observers deeming his coalition victorious against the pro-Noriega candidate Carlos Duque, the election results were annulled, and Endara faced violent attacks from paramilitary forces. These events garnered significant media attention, ultimately contributing to U.S. military intervention in Panama. On the first night of the invasion, Endara was sworn in as president on a U.S. military base, marking a pivotal moment in Panamanian history.
During his presidency, Endara took significant steps to reshape the nation, abolishing the military and establishing a national police force. His administration experienced economic growth and a revival of democratic institutions, although it was also marred by high unemployment and internal strife, leading to a decline in his popularity. He was succeeded by Ernesto Pérez Balladares in nineteen ninety-four.
Endara's political aspirations did not end with his presidency; he ran for office again in two thousand four and two thousand nine but faced defeats against candidates from the Democratic Revolutionary Party and an independent candidate. He passed away from a heart attack in September two thousand nine, just months after his last campaign.
