In nineteen ninety-eight, Noboa became the vice president under President Jamil Mahuad, marking a significant step in his political career. Their partnership was successful, leading to their election victory, which positioned Noboa as Mahuad's running mate. However, the political landscape shifted dramatically in January two thousand when Mahuad was ousted in a coup d'état led by Colonel Lucio Gutiérrez, paving the way for Noboa to assume the presidency.

During his presidency, Noboa faced the daunting task of addressing the severe economic crisis that had gripped Ecuador, particularly amid growing discontent among the populace, including the Indigenous communities. His administration focused on reviving the economy, but the challenges were immense.
