From nineteen ninety-seven to nineteen ninety-nine, Mvouba served as the Director of the Cabinet of the Head of State. His expertise in transport led him to become the Minister of Transport from nineteen ninety-nine to two thousand five, during which he also coordinated government action starting in two thousand two. His leadership culminated in his appointment as Prime Minister from January two thousand five to September two thousand nine.

After the Prime Minister position was dissolved, Mvouba continued to contribute to the government as Minister of State for Transport from two thousand nine to two thousand twelve, where he was responsible for coordinating infrastructure-related ministries.
