Jaap de Hoop Scheffer, born on April third, nineteen forty-eight, is a distinguished Dutch politician, jurist, and diplomat. He served as the eleventh Secretary General of NATO from January two thousand four to August two thousand nine. A prominent member of the Christian Democratic Appeal (CDA), he led the party from March nineteen ninety-seven until October two thousand one and held the position of Minister of Foreign Affairs from July two thousand two to December two thousand three under Prime Minister Jan Peter Balkenende.

De Hoop Scheffer's academic journey began at Leiden University, where he earned a Master of Laws degree. His career in public service commenced in October nineteen seventy-six, working as a civil servant and diplomat for the Ministry of Foreign Affairs until June nineteen eighty-six. He entered the political arena in the 1986 general election, becoming a member of the House of Representatives, where he was a frontbencher and spokesperson for foreign and European affairs.

In March nineteen ninety-seven, he succeeded Enneüs Heerma as the party leader of the CDA, leading the party into the 1998 general election. However, following an internal power struggle, he stepped down as leader before the election. Despite this setback, he remained active in politics, taking office as Minister of Foreign Affairs in the Balkenende I cabinet on July twenty-two, two thousand two, although the cabinet fell shortly thereafter. He continued in this role in the Balkenende II cabinet after the 2003 general election.

In September two thousand three, de Hoop Scheffer was nominated as NATO's Secretary General, a position he held until August two thousand nine. After retiring from active politics at sixty-one, he transitioned into the private and public sectors, serving as a corporate and non-profit director, and participating in various state commissions and councils. He also took on the role of a distinguished professor of International Relations, Diplomatic Practice, and Governmental Studies at Leiden University from September two thousand nine to September two thousand fourteen.

Even after retirement, de Hoop Scheffer remains engaged in advocating for European integration and enhancing Transatlantic relations. He is recognized for his negotiation skills and management capabilities. In June twenty-eighteen, he was honored with the title of Minister of State, and as of twenty twenty-six, he continues to provide insights on political affairs as a respected statesman.
