His political career began when he was elected to the House of Commons of Canada in the nineteen eighty-four election, representing the Progressive Conservative Party as the Member of Parliament for Sault Ste. Marie. Kelleher's influence grew as he was appointed Minister of International Trade in the inaugural cabinet of Prime Minister Brian Mulroney. Following a cabinet shuffle in nineteen eighty-six, he took on the role of Solicitor General, a position he held until his defeat in the nineteen eighty-eight election.

On September 23, nineteen ninety, Kelleher was appointed to the Senate of Canada, a testament to his political acumen and dedication, recommended by Mulroney himself. He served in the Senate until his mandatory retirement on his seventy-fifth birthday, October 2, two thousand five.
