A graduate of Indiana University Bloomington, Banks began his political career on the Whitley County Council before being elected to the State Senate in two thousand ten. His commitment to public service extended to the military, as he joined the United States Navy Reserve during his tenure in the state legislature.

In two thousand sixteen, Banks transitioned to the U.S. House of Representatives, where he was reelected in two thousand eighteen, two thousand twenty, and two thousand twenty-two. Notably, in two thousand twenty-one, he voted to object to the certification of the presidential election results, reflecting his alignment with certain party ideologies.

After incumbent U.S. senator Mike Braun opted not to seek reelection, Banks announced his candidacy for the two thousand twenty-four election. He secured the Republican nomination unopposed and subsequently triumphed over Democratic nominee Valerie McCray in the general election, solidifying his position in the Senate.
