His commitment to his constituents was further exemplified by his tenure in the Senate of Canada, which lasted until his passing.

In addition to his political achievements, Fisher was a successful merchant and held various local offices, including reeve of Paris in eighteen eighty-five and eighteen eighty-six, and county warden in eighteen eighty-six. He also served as the mayor of Paris for five years. His political career was not without challenges; he faced defeats against Daniel Burt in eighteen ninety-eight and nineteen oh two before ultimately triumphing over Burt in nineteen oh five.

Fisher's contributions to the community extended beyond politics. After the First World War, he was appointed Honorary Colonel of the 25th Brant Dragoons, reflecting his commitment to both his country and his community.
