Muscat first ascended to the role of Prime Minister in March two thousand thirteen, securing a remarkable fifty-four point eighty-three percent of the vote. He was re-elected in June two thousand seventeen with an even higher fifty-five point zero four percent. His political journey began as a Member of the European Parliament from two thousand four to two thousand eight, and he held the position of leader of the opposition from October two thousand eight until his premiership began.

Under Muscat's leadership, the Labour Party underwent a transformation, adopting a more socially liberal and centrist stance. His administration was characterized by significant economic reforms and social advancements, including the legalization of same-sex marriage in July two thousand seventeen and medical cannabis in March two thousand eighteen.
