In nineteen sixty-eight, Buchanan was elected as the Liberal Member of Parliament for London West, marking the start of his significant political journey. He served as a Parliamentary Secretary in the early seventies, first under the Minister of Indian Affairs and Northern Development, and later under the Finance Minister. His dedication and expertise led to his appointment by Prime Minister Pierre Trudeau in nineteen seventy-four as Minister of Indian Affairs.
Throughout his political career, Buchanan held several key positions, including Minister of Public Works and Minister of State for Science and Technology.
