Julie Kathryn Howard, born on October 23, 1976, is a distinguished former swimmer from Canada, renowned for her prowess in butterfly and backstroke events. Competing at two consecutive Summer Olympics, she made her Olympic debut at the 1992 Summer Olympics in Barcelona, where she faced tough competition and was eliminated in the qualifying heats of both the 100-metre butterfly and 100-metre backstroke.

Four years later, at the 1996 Summer Olympics in Atlanta, Howard showcased her talent as part of the Canadian relay team in the 4×100-metre medley. Her team finished in an impressive fifth place, alongside fellow swimmers Sarah Evanetz, Guylaine Cloutier, and Shannon Shakespeare. This experience solidified her status as a competitive swimmer on the international stage.

In addition to her Olympic endeavors, Howard achieved notable success at the 1995 FINA Short Course World Championships, where she earned a silver medal in the 4×100-metre medley relay.
