He held the esteemed position of the forty-seventh prime minister of South Korea from two thousand twenty-one to two thousand twenty-two under President Moon Jae-in. His political journey also includes serving as the minister of the interior and safety from two thousand seventeen to two thousand nineteen.

A dedicated member of the Democratic Party, Kim represented the Suseong first constituency in the National Assembly from two thousand sixteen to two thousand twenty. His political career began earlier when he served as a member of parliament for Gunpo from two thousand to two thousand twelve, initially with the Grand National Party and later with the liberal Uri Party and its successors.

In the two thousand sixteen parliamentary elections held in Daegu, Kim achieved a remarkable victory, defeating his Saenuri opponent Kim Moon-soo with a landslide of sixty-two point five percent of the vote. This victory marked a significant milestone, as it was the first time a member of a liberal party had been elected in Daegu since nineteen eighty-five. Prior to this, he had contested the mayoral position in Daegu during the two thousand fourteen local elections, garnering forty percent of the vote, a notable achievement in a traditionally conservative area.
