His early career was marked by a commitment to community service, particularly in promoting literacy in his native village, inspired by the communist literature from the Soviet Union.

In nineteen sixty-seven, Khalid co-founded the Pakistan Peoples Party (PPP), which became a significant political force in Pakistan. His political journey saw him rise to prominent positions, including serving as the Chief Minister of Punjab from nineteen seventy-two to nineteen seventy-three. Following the tumultuous events of the Indo-Pakistani War in nineteen seventy-one, he played a crucial role in stabilizing the Punjab Province and was appointed as the law minister in nineteen seventy-four.

Despite his contributions, Khalid's hard-left ideologies led to political rifts with Prime Minister Benazir Bhutto in the nineteen nineties. His outspoken criticism of her husband, Asif Zardari, regarding the murder of Murtaza Bhutto resulted in his dismissal in nineteen ninety-six. Subsequently, he was appointed as the caretaker Prime Minister of Pakistan, where he worked to unite the opposition against Bhutto, ultimately aiding in the victory of Nawaz Sharif and the conservative factions in the nineteen ninety-seven parliamentary elections.
