A distant relative of the famed Louis Riel, he pursued a legal education and was admitted to the bar in Quebec in nineteen forty-five. Riel established a law firm in Montreal alongside Louis-René Beaudoin, which is known today as Dunton Rainville, and he specialized in international law, representing various clients in France.

His political journey began when he joined the Liberal Party of Canada in nineteen forty-seven, where he took on numerous roles within the party. Riel's expertise and dedication led to his appointment to the Senate in nineteen seventy-three, following the recommendation of Prime Minister Pierre Trudeau. Throughout his Senate career, he focused on immigration policy and foreign affairs, contributing significantly to these areas.

In December nineteen eighty-three, Riel was appointed Speaker of the Senate of Canada, a role he held for a brief period due to the shift in power following the Progressive Conservative Party's victory in the nineteen eighty-four general election. Despite this setback, he remained an active member of the Senate until his retirement in nineteen ninety-seven.
