Miroslav Cerar Jr., widely known as Miro Cerar, was born on August twenty-fifth, nineteen sixty-three, in Slovenia. A distinguished law professor and politician, he has made significant contributions to the legal landscape of Slovenia. Cerar served as the Prime Minister of Slovenia, leading the twelfth government, and held the position of Deputy Prime Minister and Minister of Foreign Affairs in the thirteenth government. He is a full professor at the Chair of Theory and Sociology of Law at the University of Ljubljana Faculty of Law.
After completing his law degree, Cerar began his career at the Ljubljana Faculty of Law. His active involvement in the democratization and independence efforts of Slovenia during the late nineteen eighties was pivotal. He played a crucial role in drafting the Basic Constitutional Charter on the Sovereignty and Independence of the Republic of Slovenia and the Constitution of the Republic of Slovenia in nineteen ninety and nineteen ninety-one. Between nineteen ninety-two and twenty fourteen, he was a lecturer at the Faculty of Law and served as an external adviser to the National Assembly on constitutional and legal matters.
Before entering politics in twenty fourteen, Cerar was recognized as a leading jurist specializing in constitutional law. He was a strong advocate for the rule of law, constitutional democracy, and higher ethical standards in society. His influence in the legal field was acknowledged through numerous accolades, including being ranked among the ten most influential Slovenian lawyers seventeen times from two thousand to two thousand eighteen.
In twenty fourteen, Cerar founded the Miro Cerar Party (SMC) and was elected Prime Minister after his party's victory in the parliamentary elections. His government successfully navigated Slovenia out of a financial-economic crisis, implementing measures that stabilized public finances and promoted economic recovery. Notably, his administration facilitated the humane treatment of approximately half a million migrants in twenty fifteen and twenty sixteen.
From twenty eighteen to twenty twenty, Cerar served as Deputy Prime Minister and Minister of Foreign Affairs, where he focused on fostering balanced foreign relations and enhancing Slovenia's global presence. His priorities included economic diplomacy, sustainable development, and advocating for human rights and multilateralism, particularly in relation to the EU's enlargement to the Western Balkans.
