Nicanor Duarte, born on October 11, 1956, is a prominent Paraguayan lawyer, journalist, and politician who made history as the 47th President of Paraguay from 2003 to 2008. Emerging from a lower-class rural background, Duarte initially carved a niche for himself in law and journalism, eventually becoming a well-known radio sports commentator and columnist. His political journey began in the 1990s, where he served as Minister of Education under Presidents Juan Carlos Wasmosy and Luis González Macchi, establishing himself as a key ally of the Colorado Party.

In 2003, Duarte ascended to the presidency, winning with a plurality of thirty-seven percent amidst a divided opposition. At the age of forty-six, he became one of Paraguay's youngest presidents and notably its first non-Catholic leader, having converted to Protestantism. His administration marked a significant shift from the neoliberal policies of the past, embracing the ideals of the pink tide and 21st-century socialism, which contributed to economic growth as the country recovered from the crises of the 1990s.

However, Duarte's presidency was not without controversy. His close ties with Venezuelan President Hugo Chávez and his proposal to amend the constitution for presidential reelection led many to perceive him as increasingly authoritarian. This perception played a role in the defeat of his protégé, Blanca Ovelar, in the 2008 elections. Following his presidency, Duarte faced challenges in his political career, including a refusal by the Senate to swear him in as a senator in both 2008 and 2018.

After leaving office, he served as Ambassador to Argentina from 2013 to 2016 and was later appointed director of the Yacyretá Dam. Despite the controversies surrounding his administration, including allegations of illicit financing in Ovelar's campaigns, Duarte currently holds the ceremonial title of Senator for life. In January 2025, a ruling was issued regarding civil damages against former directors of the Itaipu pension fund, although Duarte himself was not investigated.
