During his tenure, he endeavored to unify Austria with the Weimar Republic, although these efforts were ultimately unsuccessful.

Bauer's political strategies, particularly his opposition to the SDAP joining coalition governments after losing its parliamentary dominance in nineteen twenty, drew criticism. His advice to the party to await more favorable historical conditions before taking action was seen by some as a contributing factor to Austria's shift from democracy to fascism in the nineteen thirties.

Following the outlawing of the SDAP by Chancellor Kurt Schuschnigg in nineteen thirty-four, Bauer went into exile. Despite his circumstances, he remained committed to advocating for Austrian socialism until his passing.
