Roberts earned his doctorate from the University of Virginia, where he studied under the esteemed G. Warren Nutter. His career includes serving as an analyst and adviser for the United States Congress, where he played a pivotal role as the primary author of the original draft of the Economic Recovery Tax Act of nineteen eighty-one. His expertise led him to the role of Assistant Secretary of the Treasury for Economic Policy under President Ronald Reagan.
