Paul-Henri Spence, born on November ninth, nineteen oh six, in Roberval, Quebec, was a notable figure in both the business and political arenas. Trained as an accountant, he initially made his mark in the energy and pulp and paper industries, where he founded Paul Spence, Inc. in nineteen fifty-five, an industrial supply company he owned until nineteen eighty and remained a major shareholder in until nineteen eighty-seven.

Spence's political career began when he was elected to the House of Commons of Canada in a by-election in nineteen fifty-two, representing Roberval's federal constituency. His election marked him as only the third Progressive Conservative MP from Quebec to serve in the 21st Canadian Parliament. However, his tenure was brief, as he lost his seat in the nineteen fifty-three general election to Liberal Georges Villeneuve by a narrow margin of just over two hundred votes.

Transitioning to provincial politics, Spence was elected as the Union Nationale deputy for the Roberval district in the nineteen fifty-six provincial election. He served in the Legislative Assembly of Quebec for two years before resigning his seat on August nineteenth, nineteen fifty-eight. His commitment to public service continued as he took on the role of mayor of Saint-Félicien, Quebec, from nineteen sixty-nine to nineteen seventy-three.
