Paul Vilmond Savard was a prominent Canadian politician and lawyer, born on July twenty-eighth, eighteen sixty-four, in Les Éboulements, located in the County of Charlevoix, Canada East. He was the son of Idas Savard and Démérise Tremblay. Savard's educational journey began at the Seminary of Chicoutimi, followed by his studies at the esteemed Université Laval, where he earned his law degree in eighteen eighty-six.

After being called to the Quebec bar in the same year, Savard established his legal practice in Chicoutimi. His political career began with an attempt to secure a seat in the Legislative Assembly of Quebec during the general elections of eighteen ninety, which was unsuccessful. However, he persevered and was first elected to the House of Commons of Canada for the electoral district of Chicoutimi—Saguenay in the general elections of eighteen ninety-one, although he was unseated shortly thereafter.

A member of the Liberal Party, Savard achieved re-election in the general elections of eighteen ninety-six but faced defeat again in the elections of nineteen hundred. His personal life saw him marry Marie-Louise Dufresne in eighteen eighty-nine. Tragically, Savard's life was cut short when he passed away in Chicoutimi at the age of forty-four. Notably, his brother Edmond also made his mark in Canadian politics as a member of the House of Commons.
