Pavlo Lazarenko, born on January 23, 1953, in southern Ukraine to a peasant family, began his career in agriculture before transitioning into politics during the late 1980s. His political journey saw him rise to the position of Governor of Dnipropetrovsk Oblast, and in 1995, he was appointed First Vice Prime Minister of Ukraine, overseeing energy affairs and the acquisition of energy resources from abroad.
In 1996, Lazarenko was appointed Prime Minister of Ukraine by President Leonid Kuchma, a role he held for just over a year until his replacement on July 2, 1997. His tenure was marked by significant controversy, as he became known for his authoritarian style and widespread corruption, with United Nations reports estimating that he embezzled around two hundred million dollars from the Ukrainian government.
Following his departure from office, Lazarenko fled Ukraine in 1999, seeking refuge in the United States. There, he faced legal challenges, including charges of extortion, money laundering, and wire fraud, ultimately leading to his conviction. Since then, he has lived in exile, becoming one of the most notorious figures in Ukrainian political history.
