Taking office as the fifth Prime Minister of Vietnam on September twenty-fifth, nineteen ninety-seven, Khải was recognized for his technocratic approach and innovative leadership style. He followed in the footsteps of his predecessor, Võ Văn Kiệt, advocating for extensive international integration and playing a pivotal role in steering Vietnam through the tumultuous waters of the 1997 Asian financial crisis.

His open-mindedness and support for Vietnam's accession to the World Trade Organization reflected his commitment to modernizing the country's economy and enhancing its global standing.
