Before his tenure at the CIA, Goss was a dedicated Republican member of the U.S. House of Representatives, representing Florida's fourteenth congressional district from nineteen eighty-nine to two thousand four. His district, which was numbered as the thirteenth from nineteen eighty-nine to nineteen ninety-three, encompassed key areas such as Fort Myers, Naples, and part of Port Charlotte.

During his time in Congress, Goss held the esteemed position of Chairman of the House Permanent Select Committee on Intelligence from nineteen ninety-seven to two thousand four. He played a crucial role in shaping intelligence policy, co-sponsoring the USA PATRIOT Act and co-chairing the Joint 9/11 Intelligence Inquiry.

Goss's leadership at the CIA began as the last Director of Central Intelligence, a role he held until the position was restructured following the passage of the two thousand four Intelligence Reform and Terrorism Prevention Act. He resigned from the CIA on May fifth, two thousand six, in a press conference alongside President George W. Bush, who subsequently nominated General Michael Hayden as his successor.
