Elías played a crucial role in the political upheaval that led to the downfall of President Augusto B. Leguía. His efforts culminated in March nineteen thirty-one when he briefly assumed the role of Interim President of Peru, officially recognized as the President of the Provisional Government Junta. His tenure, however, was short-lived, lasting only from March first to March fifth of that year.

Following the appointment of General Luis Miguel Sánchez Cerro as provisional president, Elías found himself at odds with the new leadership. His dissatisfaction with Sánchez Cerro's administration prompted him to take action, leading to a swift political maneuver that saw him occupy the presidency for a mere four days before being deposed by Gustavo Jiménez.

Despite the brevity of his presidential term, Elías continued to influence Peruvian politics by serving as President of the Supreme Court until nineteen thirty-two. His legacy is intertwined with the tumultuous political landscape of Peru during a time of significant change.
