Robert Higgs

Robert Higgs, born on February first, nineteen forty-four, is a prominent American economist and economic historian renowned for his insightful research into the expansion of government power in the United States. His seminal work, Crisis and Leviathan, published in nineteen eighty-seven, introduced the concept of the ratchet effect, which posits that state authority tends to grow during periods of war and crisis, only partially receding in calmer times.

Throughout his distinguished career, Higgs has held various academic positions, including faculty appointments at the University of Washington, Lafayette College, and Seattle University. His expertise in political economy led him to become a senior fellow at the Independent Institute, where he not only contributed significantly to the field but also founded and served as editor at large for The Independent Review.
