A native of São Paulo, he became the third consecutive individual from the region to ascend to the presidency.

Before his presidency, Alves held various influential positions, including president of the province of São Paulo during the Empire of Brazil in eighteen eighty-seven and finance minister under the administrations of Floriano Peixoto and Prudente de Morais in the nineteen nineties. His extensive experience in governance laid the groundwork for his ambitious plans during his presidential term.

During his presidency, Rodrigues Alves championed urban renewal and sanitation initiatives in Rio de Janeiro, the then-capital of Brazil. These efforts, however, sparked public unrest, culminating in the Vaccine Revolt of nineteen hundred four, a significant event in Brazilian history that highlighted the tensions between government policies and public sentiment.

In nineteen eighteen, Alves was elected for a second presidential term, but tragically succumbed to the Spanish flu pandemic before he could take office, passing away on January sixteenth, nineteen nineteen. His legacy continued through his vice-president, Delfim Moreira, who succeeded him in leadership.
