He served as the twelfth premier of the province from nineteen ninety-one to two thousand one, leading the Saskatchewan New Democratic Party from nineteen eighty-seven until his retirement in two thousand one.

His political career began as a Member of the Legislative Assembly for Saskatoon Riversdale, a role he held from nineteen sixty-seven to nineteen eighty-two and again from nineteen eighty-six to two thousand one. Romanow played a crucial role in Allan Blakeney's NDP government during the seventies and early eighties, particularly in the negotiations surrounding the Patriation of the Canadian Constitution.

In nineteen eighty-seven, he became the Leader of the Opposition and successfully led the NDP to three consecutive election victories throughout the nineties. His tenure as premier was marked by a complex legacy; when he assumed office, Saskatchewan was on the brink of bankruptcy. Through his fiscal management, he restored the province's finances to a balanced state by the mid-nineties.

However, Romanow's adoption of Third Way neoliberal policies led to disillusionment among many party members. His spending cuts were perceived to disproportionately affect rural Saskatchewan, exacerbating the divide between urban and rural voters, a factor that would influence future elections.
