After his service in Einsatzgruppe A, Lange became the commander of the Sicherheitspolizei (SiPo) and Sicherheitsdienst (SD) forces in Riga, within the Generalbezirk Lettland, now known as Latvia. His leadership during this period was characterized by his active participation in the planning and execution of the Holocaust, particularly the systematic murder of the Jewish population in Latvia.
