Rusa I, a prominent monarch of Urartu, ascended to the throne following the reign of his father, King Sarduri II. His name, often transliterated as Rusas or Rusha, is recognized in Assyrian records as Ursa, a name that scholars suggest may reflect a more accurate pronunciation of his royal title. Additionally, he may have been known by the birth name Uedipri.

During his reign, Rusa I made significant contributions to the architectural landscape of Urartu, most notably through the construction of the fortress of Rusahinili. This impressive structure, which translates to the city of Rusa, is located in modern-day Toprakkale, near the contemporary city of Van in eastern Turkey.
