Originally from Hanford, California, Parnell graduated from the University of Puget Sound's School of Law, now known as Seattle University School of Law. His political career began in nineteen ninety-two when he was elected to the Alaska House of Representatives. He served two terms in the House from nineteen ninety-three to nineteen ninety-seven before moving on to the Alaska Senate, where he served from nineteen ninety-seven to two thousand one.
