He has been the Member of Parliament for North East Cambridgeshire since two thousand ten and held the position of Secretary of State for Environment, Food and Rural Affairs from two thousand twenty-three to two thousand twenty-four.
Hailing from Lancashire, Barclay received his education at King Edward VII School in Lytham before attending the Royal Military Academy Sandhurst, where he served in the British Army on a gap year commission. He later pursued a degree in history at Peterhouse, Cambridge, and qualified as a solicitor through the College of Law. His early political career included unsuccessful bids for the Manchester Blackley seat in nineteen ninety-seven and Lancaster and Wyre in two thousand one.
